Chief of Party – Serbia

Job Opportunity Description:

The State University of New York/Center for International Development is seeking qualified candidates for a Chief of Party (COP) position for upcoming USAID-funded project, Government Accountability Initiative (GAI) in Serbia. The activity will focus on strengthening institutional capacities, mechanisms and procedures to increase government accountability at the national and local level. The project will work with a range of government institutions including independent oversight institution and local government units. This position is contingent upon funding.

The COP will be responsible for direction, management and oversight of program performance, both technical and administrative. The COP will serve as the project’s principal contact point with USAID and the Government or Serbia (GoS) as well as other key stakeholders. The COP will supervise day to day project operations and activity implementation, as well as recruitment, hiring, and management of all local staff and consultants.

Responsibilities include:

  • Provide overall leadership, management, and technical direction of the project;
  • Serve as SUNY/CID’s representative in Serbia and as a key liaison between USAID, government counterparts, and local partners;
  • Oversee and manage project implementation and day-to-day operations;
  • Supervise all project personnel, consultants, and other personnel as assigned;
  • Prepare project reports, work plans, budgets, and any other contract deliverables;
  • Provide overall strategic guidance, and ensure quality of product and deliverables;
  • Oversee project’s financial management and compliance with USAID and SUNY/CID policies and procedures.

Qualifications

  • Master’s degree in law, political science, public administration, or another relevant field required. Advance degree preferred.
  • Minimum 10 years of experience as a senior manager on donor-funded governance program, preferably areas related to preventing or fighting corruption;
  • Experience in design, management, implementation, and monitoring of donor-funded governance programs;
  • Experience managing complex activities involving coordination with multiple government institutions preferred;
  • Excellent leadership skills;
  • Strong interpersonal skills and experience managing professional and administrative staff;
  • Demonstrated ability to communicate effectively both orally and in writing;
  • Previous work in the Balkans preferred;
  • Fluency in English required; Serbian language skills desirable.
