Chief of Party - Nepal

Job Opportunity Description:

The State University of New York’s Center for International Development (SUNY/CID) is one of the preeminent leaders in the field of democracy and governance with more than 30 years of experience managing more than $300 million dollars in funded projects.

We are seeking a Chief of Party for an anticipated USAID-funded Support to Federalization project in Nepal with a focus on decentralization, service delivery and citizen participation at the sub-national level. Successful candidates will have demonstrated expertise managing donor-funded projects and technical expertise in decentralization, public financial management, local governance and/or service delivery.

Responsibilities include:

  • Provide programmatic and administrative leadership of the project.
  • Serve as the project’s representative with USAID, host government institutions at both national and subnational levels, local partners, CSOs, and other local stakeholders.
  • Oversee project strategic planning, work plan preparation, implementation and performance monitoring and evaluation.
  • Direct, manage and supervise field office staff and field office operations in accordance with USAID regulations.
  • Ensure high-quality technical programming through hands-on guidance and support
  • Liaise with donors and other donor-funded projects
  • Provide technical expertise in areas that may include:
    • Master’s degree in law, political science, public administration, or another relevant field required. Advance degree preferred.
    • Service delivery
    • Public financial management
    • Transparency, accountability, and oversight
    • Civil society strengthening/citizen engagement
    • Conflict mitigation


  • Advanced university degree in public administration, political science, law, government, international development, or similar field is required.
  • At least 15 years of progressively responsible experience in the field of democracy and governance.
  • Experience implementing large, complex, USAID-funded decentralization projects required.
  • Prior experience as a Chief of Party with a USAID-funded project is preferred.
  • Experience in one or more of the following technical areas is required: decentralization, local government capacity building, public finance, local service delivery, and/or conflict mitigation.
  • Demonstrated leadership and management skills.
  • Strong interpersonal, written and oral communication skills.
  • Prior experience in Nepal or South Asia is preferred.
  • Fluency in English required; knowledge of Nepali is a plus.
