Job Opportunity Description:

The State University of New York’s Center for International Development (SUNY/CID) is one of the preeminent leaders in the field of democracy and governance with more than 30 years of experience managing more than $300 million dollars in funded projects.

The State University of New York/Center for International Development is seeking Short-term Technical Experts for the USAID-funded Expanding Governance Reform and Anti-Corruption program in Timor Leste planned to be released in FY 2020. Successful candidates will have demonstrated expertise managing donor-funded projects and technical expertise in public financial management, budget formulation and execution, strategic planning, and administrative functions.

Responsibilities:

  • Provide programmatic and administrative leadership of the project.
  • Serve as the project’s representative with USAID, host government institutions, local partners, CSOs, and other local stakeholders.
  • Oversee project strategic planning, work plan preparation, implementation and performance monitoring and evaluation.
  • Direct, manage and supervise field office staff and field office operations in accordance with US government regulations.
  • Ensure high-quality technical programming through hands-on guidance and support
  • Liaise with donors and other donor-funded projects
  • Provide technical expertise in areas that may include:
    • Public Financial Management
    • Budget Formulation & Execution
    • Strategic Planning
    • Administrative Functions
    • Government Service Delivery

Qualifications

  • University degree in public administration, political science, law, government, international development, or similar field is required. Advanced degree preferred.
  • Experience in the field of governance specifically related to Public Finance or Public Administration is strongly preferred.
  • Prior work experience in developing countries on donor-funded projects, with a preference for experience working in Timor Leste or the Pacific region.
  • Significant experience in one of the following areas, either at the national or sub-national level:
    • Public Financial Management
    • Budget Formulation & Execution
    • Strategic Planning
    • Administrative Functions
    • Government Service Delivery
