Kenya Senate Study Tour to Albany – September/October 2019

The Center for International Development’s goal of enhancing the knowledge and practice of governance is better achieved through thoughtful conversation and comparative experiences. In October 2019, SUNY/CID conducted a one-week study visit to Albany, New York, for staff of the Kenyan Senate. The seven participants included both non-partisan staff serving the institution, as well as partisan staff that work directly for Senators. The visit was funded by the Parliament of the Republic of Kenya.

With this in mind, the SUNY/CID developed and implemented an effective program to emphasize the role of partisan staffer and how they can best work productively with non-partisan staff in the Kenyan Senate. The sessions included a tour of the Assembly chamber with Assemblyman John T. McDonald III, a visit to the District Office of Senator Peter Harckham, and a meeting with the Secretary of the Senate, Ms. Alejandra Paulino – the first Hispanic and first woman to serve as Secretary. By meeting their counterparts in the New York State Legislature, staff in leadership offices, and staff from party caucuses, the delegates became familiarized with the roles and mandate of partisan staff in state legislatures.

This study visit exemplifies the continued, fruitful nineteen-year long partnership between the SUNY/CID and the Kenyan Parliament. In addition, it represents another in a long line of highly productive, specifically tailored study programs designed and implemented by SUNY/CID. We would like to thank both our Kenyan guests and the members and staff of the New York State Legislature for their time and willingness to share openly their experiences working in a strong legislative institution.
