Cecelia M. Skott has more than 20 years of international development experience in Latin America and the Caribbean, the Middle East, and Lusophone Africa. Over the past twelve years, Ms. Skott has been involved primarily in the design and implementation of USAID-sponsored democracy and governance projects with a sector focus on legislative strengthening. Her areas of expertise within that arena lie in human capacity development, training, and the environment.

Ms. Skott holds a Master's degree in Geography from the State University of New York at Albany with a specialization in remote sensing and Geographic Information Systems, and a Bachelor's degree in Environmental Studies from Alfred University. She is fluent in Spanish and Portuguese.
