James Utermark is the Deputy Director and has been with the Center since January 2006. As Deputy Director, he is responsible for human resources, financial and administrative operations for the Albany office. In addition, Mr. Utermark serves as Senior Legislative Specialist on the new Strengthening Governmental Institutions and Processes in Bosnia and Herzegovina (SGIP) project. Previously, he served as Project Director for the Uganda Parliamentary Research and Internship Program (PRIP) and provided support for the organizational assessment of the Southern Africa Development Community Parliamentary Forum. He brings more than two decades of experience working in legislatures and state government administration including three years as director of student programs for the New York State Senate. Mr. Utermark began his public service career in 1989 as a graduate fellow with the New York State Senate. Following his work in the Legislature, he served as the Assistant to the Commissioner of Transportation before moving to the Governor's Office of Regulatory Reform. He also worked as a senior project manager for Louis Berger Group Inc. He holds an M.A. and a B.A. in political science from the University at Albany.
