Heather Senecal joined SUNY/CID in 2009, working on the Uganda/LINKAGES Project’s monitoring and evaluation activities. As a Research Fellow, Ms. Senecal built on her experience as a volunteer for the Peace Corps in Togo, West Africa, from 2003 to 2005. Upon her return she began assisting SUNY/CID projects with monitoring and evaluation analysis and reporting, program design and planning work and developing short term capacity development programs. She has since been promoted to Associate and currently is Program Director for the Kenya Parliamentary Strengthening Program. She served as DCOP for the Afghan Parliamentary Assistance Program is 2012-2013. Ms. Senecal earned her M.A. in Public Administration in May of 2010, from the Rockefeller College of Public Affairs and Policy. She received a B.A. in independent studies (history, political science, and French) in May 2003 from Providence College. Ms. Senecal is proficient in French.
